Kwinana Chlor-alkali Plant Expansion Project

Background

Coogee's Kwinana Chlor-alkali plant was established in 1991 to supply chlorine gas, by pipeline, to the Tiwest Joint Venture as a feedstock for the manufacture of titanium dioxide pigment.

The plant which is co-located with Tiwest's pigment plant in Kwinana W.A. has a capacity to produce 17,500 tpa of chlorine.

The plant is being expanded by the addition of a second production train due for commissioning in 4th quarter 2009 in order to support a planned upgrade of Tiwest's titanium dioxide production capacity.

Scope

The additional chlorine will be produced in a new stand alone production train, based around a single large UK designed BiChlorTM electrolyser supplied by Ineos Enterprises Ltd, and operated in parallel with the existing plant.

Most of the core process equipment will be supplied as pre-assembled skid mounted modules. The main engineering contractor, Conve & AVS Inc, has pioneered and refined this modular construction concept for small scale chlor-alkali plants.

Site services and utilities, and some common process systems, will also be upgraded to service both production trains.

Site construction and installation will be managed locally as discrete packages for:

  • Civil and building works
  • Mechanical and piping installation
  • Electrical and instrumentation installation
